Regarding the cemetery in Manila, the Philippines, for Americans killed
during WW II, I just called the Punchbowl military cemetery here on
Oahu and asked a clerk if the Manila cemetery is still maintained by the US. 
She told me, "Yes, it is under the American Battleground Monuments
Association."  She said the address for that entity is Courthouse Plaza II,
Ste 500, 2300 Clarendon Blvd., Arlington, VA  22201.
I visited the Manila cemetery way back in 1963, when I was stationed at
Clark Air Base.  It was a beautiful site, with the air of "this is
