I had a form one time that could be filled out and sent to a Gov't 
office in Pittsburg, KS for census records not yet released to the 
general public.  I have most of my files stored right now but did 
find this blurp on a webpage......

"1940 or later Application for a search of these records must be sent 
to the U.S. Department of Commerce, Bureau of the Census, Pittsburg, 
Kansas 66762. The purpose must be given and a determination will be 
made as to what information will be made available."

Have you checked your local library to see if they might have a form 
for a request to this section of the Census Bureau?

I think graves of unidentified people are those that used to be 
called "pauper graves"....graves of people whose family, if there 
were any, could not afford to pay for the burials.  I found an 
ancestor's grave in Colorado in a section of the cemetery designated 
just that - pauper graves.  He was 90 yrs. old, living alone, family 
spread across the U.S. and no one knew how to contact any of them, so 
the County buried him.
