Mary, I don't know about all states or even all schools in New Mexico
and Texas, but the schools where I taught as well as where my sons
went to school (1970s-2000) and where I went to school (1950s-1964)
had records with a lot of genographical information.


When a student started to school or a new school, records began with
the full name of the student, the names of his parents, his birth
date/place, other places he went to school (if applicable), and shot
records as well as address/phone # of parents. Other things kept in
the records were health information, testing results, any problems
with "character", learning, and so on, as well as other confidential
information and grades for each semester. 

I don't know that all the information could be released to just
anyone, but I don't think there should be much problem in asking for
the basic genealogical information.

I was surprised to read on another message that school records were
transcribed (to be put online??) and am wondering if the health,
conduct, grades and other confidential information was included in
these transcriptions.
