Dee,

The operation hours you mentioned are fairly typical for an FHC, as they are
staffed by volunteers.

Most FHCs, to the best of my knowledge, do not have microfilm of newspapers.
What newspaper are you trying to find an obituary in?  And for what
approximate range of dates?  Knowing that, it's possible to identify which
libraries (usually academic or public) will have microfilm of the
newspapers.
