A cursory glance seems to indicate that
serious use of microfilm began in the 1930s.
I would try Kodak, University Microfilms, and
others for information.  You may have to contact
the various companies by mail or phone as they
 may not have  an extensive history online.

Here is a url from University Microfilms

talks about its beginnings in 1938.  Since
ProQuest evidently now owns the company,
you should be able to get from them when they
began microfilming genealogical materials.
