I don't know about Portland, but Astoria surely did have "Shanghai" activity.

The original "port" was built on wharves, with all the "support" activity, (chandlers, bars, bordellos,
etc) built right on top of the wharves. There were trapdoors, it is said, through which unsuspecting and
perhaps drugged young men were thrust, only to awaken the next morning, 'way out to sea.  The townspeople
put a curfew on the local youth to prevent their kidnapping.

After a few fires, the wharf area was filled in, so I don't know what happened to the kidnapping after
that.
