I do not allow any ISP to block email sent to me because they always block
email I want to see.  If an ISP does not allow me to not be filtered I go
somewhere else, there are a lot of ISPs that want my business.

Email filters have nothing to do with file transfers.  So it is not SpamCop or
any other email filtering service.

At one time there was a problem transferring large files as something thought
the link was hung-up (even though data was still being transferred) and would
then close the link.  You might try a different file transfer program and see
if that will work.
