When I was in SLC last November doing research I also took time to take a 
tour of the square.  As a non-Mormon I was not allowed into the Church.

Perhaps that is why there is a confusion about volunteers must be a Mormon, 
or not.  As stated many non-Mormons are volunteers, but to be allowed into 
the Church sanctuary you must be a Mormon.
