I suggest you are correct. You really have to read these closely, but frequently they  mean "formerly".

So, you have "John Smith, late sheriff of Jones County" -- he isn't "late" as in "dead" but "late" as in
"former"

"John Smith, late of Jones County" -- where does he live now?

Hmmm. It usually helps to see the total context, which may give more clues.
