Here's the "Wiki" -style entry at Eogen.  This seems very complete, is 
probably what you have in mind.  It can be edited by anyone, although 
you change may be "unchanged"  by the original author -or anyone else!  
I edited the entry for Monroe county NY, adding the fee required from 
non-county residents.
