A poll is basically a headcount, but not necessarily for everyone in the
household.  Minors and women may not have been counted among the whites,
and slaves under 12 may not have been counted among the blacks.  Mostly
it was for taxing and voting information, so free white male adults were
counted for voting purposes, and slaves of a certain age were counted
for tax purposes.
