Subject: [ROOTS-L] 1 free poll, 2 black polls?

What are "POLLS"?

Does anyone know?

I have come across this term in references to census tax records from an
ancestor in Hertford county, North Carolina, in Revolutionary War times.

I have Googled the term and have found more references to it, but no
definition.

Thanks for any help!
