I am not a Civil War historian so maybe someone out there answer this
question. I have heard that if a person was drafted during the Civil War, he
could
pay another person to take his place. I have an ancestor who is supposed to
have
done this. Does anyone know if in fact this was true and if records were
kept
by the government of such transactions?

Yes, people could hire substitutes. A google search will tell you all you
need to know. I doubt there would be any record of your ancestor who hired
someone to take his place except perhaps at the State level. Michigan, for
example, has such records.
