Subject: [ROOTS-L] Civil War

I am not a Civil War historian so maybe someone out there answer this 
question. I have heard that if a person was drafted during the Civil War, he could 
pay another person to take his place. I have an ancestor who is supposed to have 
done this. Does anyone know if in fact this was true and if records were kept 
by the government of such transactions?
