Yes Shirley, USA was at war. War  was declared by Japan. USA was not 
prepared. They needed many fighting men at  once for ALL BRANCHES of service. They 
kept calling men to fill the ranks. They  not only needed men to fight, they also 
needed men to supply the camps. They  needed men to build the camps. The 
camps had to be literally towns of men  readying for war, which they knew nothing 
about. They were after able bodied  men. 
 
You say your cuzzie was drafted in  WW1, but that he enlisted in WW2. As bad 
as men were needed, I am sure he was  not turned down if he enlisted and if he 
was able to serve. 
 
I certainly am no expert, but from  my memories of WW2, this is what I 
remember about  it.
