I've seen these regulations before.  I've written to many states  that have 
them, stating my relationship and that it's for genealogy  purposes.  Enclose a 
stamped self-addressed envelope.  I've never been  turned down yet.  At the 
risk of annoying some people, I don't think the  clerks who receive these 
requests could care less about who is asking as  long as the money is enclosed and 
the info about the deceased is clear and  precise.
