HI, Rooters:  States have their own laws/statues about gaining access to 
birth/death records.
I know in Illinois, proof of death such as an obituary or funeral home 
record/church record - and the good reason you want it must be provided 
to the county clerk of vital records in the courthouse [I had to do this 
in the instance of my own mother's birth and  (Iowa) death certificate]. 
Birth certificates are much the same - proof of a relationship of 
kinship - usually.   In Missouri, you must prove who you are; I think 
they require a person to show up in-'person' with a picture ID, or 
someone with you to swear/attest, that you are who you say you are.

There is in the back of everyone's mind - "Identity Theft".  Some 
low-lifes will go to great lengths - even going to cemeteries to copy 
dates from a tombstone -  to procure enough identification of a deceased 
person  to have a new birth certificate issued - and then to apply for 
items like driver's license; Social Security Numbers to prove US 
citizenship or eligibility for public service benefits 
(Medicade/Medicare - food stamps, etc.) - and, yes, credit cards.

States have to be cautious/careful, even going to what we, as honest 
citizens, would call, 'great lengths'  to do so.

Consider what could happen if someone got themself a copy of your birth 
certificate or driver's license!

So - be patient - prove who you are and why you want a copy of a 
document...even if you must appear in person to get one.
