While a record may be public you may not always be able to see it and they are
not free.  In Oregon vital records are not open to the public, just immediate
family, for 100 years for births and 50 years for deaths.  Some jurisdictions
put some old records on the internet for free but they seem to be the
exception.  Some such as the California death records have been made available
but are not complete for various reasons and they will not go back and try to
get all the records because of the cost.

In any case these online records are just pointers to the record and not the
record themselves.  When doing genealogy you need to get the original record,
for documentation,  which is going to cost money in almost all cases.
