There are several free versions of the Social Security Death Index

I don't think I have ever seen a place of issue in the SSDI where the
city was given, just the state. The state information can be derived
from the first three digits of the Social Security Number. See this
table for details...

For a fee you can order a copy of a deceased person's SS-5 (the form
filled out when applying for a Socical Security Card) -- that should
tell you where that person was living at the time they applied.
