What you read is that Heritage Quest/Proquest will no longer permit GenSocs who subscribe to their services to allow OFF-SITE access to the data. Libraries with secure setups can still offer at-home/remote access to their members, but not GenSocs. GenSocs can still offer HQ but only on-site. Joan
