I don't know if the below will help Erica or anyone looking for a town  name. 
But there is a Zipser in Slovakia. I went to the Alpha list and found Zip  
and that seemed to be the only one that fit.

Good Morning Rooters,

A  fellow searcher was able to find that my ggrandfa. was born in Ziper 
Russia...I  have been unsuccessful in finding any info re. this town/city...my 
relatives  tell me both of my ggrandparents hailed from Riga Latvia...Due to my 
lack of  historical knowledge re. changes in borders/provinces/military 
takeovers, etc.  I'm at a loss.  I know that US census info can be contradictory and  
interpretive from my few months of research...anyone have any suggestions how 
to  discern the birthplace of my ggrandparents?  Vital records show  
"Russia"...

Researching GOLDSTEIN, MONTUS, SILVERMAN,  TOSSMAN, ENGEL, FRANKEL; BALTIMORE 
MD and GOLDSTEIN; PHILADELPHIA  PA
