RootsWeb doesn't have "county managers."  USGenWeb has a file  manager for 
each county who will gladly help you submit your  data to the USGenWeb archives 
project.  You might also consider  submitting your data to the RootsWeb 
User-contributed databases.  See:  http://userdb.rootsweb.com/submit/

Check with the Grafton County Rootsweb  manager.  That person will gladly
help you put the cemetery data on line  for Grafton County.  Your
transcription will be a welcome addition - as  is any transcription.  Thank
