    He was likely living with his family in the 1920 and 1930 census, so I 
would look for these and find just where in MO he was living.  If you find 
him in 1915 there is a good chance he will be living close to where he was 
born. The closer you can pinpoint where to order the record, the more likely 
you won't be wasting your money looking for records in the wrong place.

    You don't need to order from this site, but check www.vitalrec.com for 
the particulars on what is available from each state for vital records.
