I was looking some things up to give you some idea, and found that the Iowa County Insane Asylum was in
Linden, not Dodgeville. Looks to be not too far away, though.

In the Censuses, I found:

Year: 1910; Census Place: Linden Twp, Iowa, Wisconsin; Series: T624; Roll: 1711; Page: 161B; Enumeration
District: 57; Part: 2; Line: 89.
Iowa County Insane Asylum and Home
"Ewing, Susan B., Inmate, f w 58 single b Rhode Island, fb New York, mb New York, "

Year: 1920; Census Place: Linden, Iowa, Wisconsin; Roll: T625_1989; Page: 10B; Enumeration District: 160;
Image: 270.
Iowa Co. Asylum Insane Dept.
"Eing, Susan, f w 68 m b [NS], fb US, mb US"

It appears, from other reading, that each county had its own "insane asylum" in addition to two major
"state" asylums. These were, perhaps, what others may have called "poor farms". It is interesting that
Linden was the center of a lead mining operation --

Here is something you may find helpful: from http://www.poorhousestory.com/WISC_ARCHIVES_HOLDINGS.htm

IOWA

Wisconsin, County Court (Iowa County)
Title:	Insanity decisions, 1859-1936.
Quantity:	0.4 c.f. (1 volume)
Arrangement:	Chronological.
Summary:
Finding aid:	Index for 1859-1877 on separate pages, inserted in front of volume.
Records of insanity decisions (1859-77, 1892-95) made by the County Court Judge including judge's decision
based on recommendations; judge's orders releasing persons no longer judged insane; judge's order granting
guardianship of insane persons; and guardians' accounts. Other cases include wife abandonment; dependent
child; appointment of guardians for "spendthrifts," and judge's order forcing individuals in the
poorhouse. The results of an 1892 jury trial on sanity are included (pp. 1-103, 222-227. 336-369).
Later records (1879-1936) contain only names of insane persons and doctors; date of application for
judgment and date of judgment; and remarks on release, transfer, parole, or death of insane person.
1898-1936 records include date of commitment and institution (pp. 200-221, 228-271).

It looks as though the Iowa County records are at an Area Research Center in Platteville:

I suspect you can write to them with all the information you have and they will be able to look this up
for you.
