Subject: [ROOTS-L] Census question

Been looking at census records on ancestry. 1930 to be specific.
Why does the sheet have an Enumeration District as 42-14 for example, but
Ancestry under 'image source' will have it listed as Enumeration District
14.
No 42 in front of it. 
 
Also I noticed the sheets seem to be numbered by ED.
In other words there could be a sheet 4B for ED 42-11, and one for 42-12
etc.
Is this a correct assumption?
