    Florence is correct -- Syracuse and Rochester libraries have the NYS 
vital records indexes.  I believe Buffalo has them too.  Before the other 
libraries bought copies I used them in the State Library in Albany.  Someone 
might weigh in from Albany as to exactly where they can be used in Albany 
now.

    She is also correct in that NY State did not require record keeping 
until 1880/81 and the early compliance was not 100%. in the first few years
