Subject: [ROOTS-L] cemeteries 

In looking for cemeteries where there is a possible chance my ancestors graves are not marked. 
How would I find the organization/department "public works' or county clerk 
that sells cemetery plots/ 
I am blind and I am finding the cemeteries but they are not accessible online, the ones that are usually are not complete. 
so How do I find out if my ancestors are in that cemetery. 
what if I do not know the name of cemetery.
