    I believe the issue is is that for short period of time the site is shut 
down in their upgrading process which has been going on for quite some 
time..  Most of the time we can access it fine.  If one cannot access it, as 
was the case when someone wrote yesterday ( I checked myself right then), 
wait a few hours and try again.
