For two reasons, it is best NOT to privatize your GEDCOM prior to uploading  
it to WorldConnect.  First, it confuses WorldConnect's living filters and  can 
end up having unintended results showing in your file; and second, should  
you ever lose your data on your computer you can retrieve your complete unedited 
 GEDCOM from WorldConnect but that original complete GEDCOM won't be complete 
if  you pre-cleaned it and removed the living.  So it is best to leave the  
GEDCOM intact and let WorldConnect do the cleaning for you.

Names, dates, and places are public information -- they are not  private.  So 
there is no requirement that someone remove this information  from their 
files but many will do so if approached in a civil manner.  So  that is the proper 
approach to take.  If the submitter/poster is  uncooperative they can't be 
forced to remove the data unless there is actually  extremely private 
information (and many people have a misconception about what  is private and what is 
public--facts are not private--anyone can discover them  and use them) there is 
nothing you can do.  
 
Ancestry only offers to remove living people info for those whose data  
sneaks through the living filters somehow -- people born after 1930 (the  year the 
US Govt. has already released census data for) if the submitter won't  do it 
voluntarily.
