Listing of a location, in my opinion should be: city - county - state - country. If you want to include a township, it would go between city and county. Township is abbreviated as Twp. One should go from the smallest location entity (unit) to the largest. If the city is not known, l list whatever as follows: Co., Illinois, USA ---- same for a 'foreign country'.
