Say the first article is five pages, the total would be $7.50 plus .20 x 5 ($1) or $8.50? Article 2 is 15 pages, so the copy fee is $3.00, and your total is $11.50. Sounds very reasonable to me, and the message I get is to gather up six article requests at a time, so you won't incur the $7.50 each time you order. And, no, it doesn't seem too little either. The $7.50 will cover (some) staff time and shipping. They are not making a profit, but then, they are a public service.
