Juanita;  I think I know you. (at least your emails)  I have FRANKLIN's who lived in Choctaw Nation around Poteau and Cameron.  I was told that there were no birth or death certificates issued for the Indian Territory until they became a state.  I ran into the same problem with my great grandfather, as he died in 1903.  By the time my great grandmother died in 1917, they were issuing death certificates.  Birth certificates were a sometimes thing.  Most midwives did not file the certificates with the authorities, and doctors did not always file them if the birth was at home.

You might try writing to the county that  the town or community is in now and see what records they have.  I keep saying I am going to get back there to research, but the time never seems to come when I have the opportunity.
