The problem I have with not using such designations as "County" is this:

What do you do when someone's missing one of those layers?  Yes, I know
there's supposed to be a comma (i.e., Chicago,,Illinois in the absence of
county), but it seems that it rarely gets inserted.

So someone gives you Caddo, Oklahoma.  Do they mean the town of Caddo in
Bryan County, or Caddo County?  If they're of the habit of spelling out
County, you'd have an indicator (not proof, but at least a pointer) that
they probably meant the town and for whatever reason never ascertained the
county.  But if they don't, you don't have a clue in the world which they
meant.
