While I do not use the "Co." since the county is implied by its position I do
not think what you have is a "generally accepted example".  As far as I know
the "generally accepted example" is to spell out all names completely.  I know
that a lot of people use abbreviations but as far as I am concerned it is
incorrect.  While people in the US know the codes for the states others do not.
I do Swedish research and I find a lot of counties abbreviated as (H) or any
other letter of the alphabet.  What does (H) mean to most people outside
Sweden?  Nothing.  I know this one only because I am looking for people that
lived in Kalmar (H) County but I have to look up any of the others.

Another problem is with abbreviations is that they different things to
different people.  What does LA mean?  I my area it means Los Angeles.  In
another area it means Louisiana.  What does CA mean?  In my area it means
California.  In another area it means Canada.  We need to be clear in our
genealogy database because you never know who is looking at the data.

As far as I know the "generally accepted example" is city, county, state,
country or something similar for each country because of the different regional
subdivisions.

So for your example above I would do it as:
Houston, Harris, Texas, USA

There is no doubt about the location by anyone anywhere in the world.
