Using Family Tree Maker (and I'm sure other programs have this feature too),
I can add a fact to individuals' pages on the database. My uncle died in
Virginia and was buried in Niagara Falls, NY.  So I identified his place of
death as Va, then went to his name in FTM, clicked on the "Notes" icon, and
then the "Add Fact" button and selected burial. I then was able to add the
burial place.  If your program doesn't allow this, just add the burial place
in the Notes section.

I would always identify the death place as the place of death, even if that
wasn't the home of the person at the time of death.
