The Godfrey Memorial Library is probably who you have in mind.
Unfortunately HQ terminated their contract with them. But they still 
have an excellent selection of old newspapers! and much else.

For HQ access, the wiki encyclopedia for genealogy (eogen?) has perhaps 
the most complete list of societies and libraries that offer it:

But incomplete, in that many of the libraries, although listed in the 
"free" section, are only free to residents of their local area.  In my 
case the nearest library on the list is in the next county, which will 
cost me $30/yr, or almost as much as the average society.  Hard to 
evaluate that choice.
