Actually I think part of the information that you are quoting is from 
wrong information.  The county names
  remained the same when West Virginia became a state.  There have 
been more counties formed from
those over the years just as there were many counties formed from the 
original one or two while it was a
part of Virginia.

The records can be found in the county that existed at the time of 
the event if they were recorded.  You can
determine when each county was formed and from what county or 
counties it was formed from by looking
at the table for the link of counties at the following page:

  In recording events, one should always use the name of the location 
as it was at the time the event occurred.
