The 1920 has Jos living with John, as you noted. No sign of Louisa.  However, see above -- John E is not
the eldest son in this family. Both Clarence (who may have had a different mother) and William are older.

Perhaps some of this will help you. I concur that Joseph is from Ireland. So, perhaps a peek at the
naturalization records for John and Isabella in New York would be in order.

|In my opinion your ancestor's parents were from Ireland.  I've 
|noticed  this 
|discrepancy in my family.  His daughter-in-law was probably 
|the one  giving 
|the information when he was 70 and she just didn't know the  
|facts.  Please note 
|the informant also says his "mother tongue"  is "Scotch".  
|Since he was born 
|in New York, this is probably incorrect,  too.  Perhaps she 
|had heard him 
|speak Gaelic, which was also spoken in  Ireland.  I would 
|definitely go with 
|Ireland.
