Joe, your guy was not  b. in Tolland, Tolland Co CT in 1756.  Since Tolland
Co was created on 10/13/1785 from Windham Co, that's technically where he
was born.  Windham Co was created 05/12/1728 from Hartford & New London
counties.

While CT did not become a state until 1788 (5th), it was an organized colony
and had already organized towns by 1740 ... the towns remained basically the
same and that's where the records are - note in Everton's "Handy Book" that
in what is now Tolland Co, there are towns that were formed earlier ...
Tolland in 1715.

I may be wrong but I think the proper place of birth would be Tolland Twp,
Windham Co CT
However, in the search for records, Tolland now in Tolland Co would be the
place - the town clerks have b, m, d & land records; Probate Judge has
probate records; Clerk of Superior Court has the court records.

RE your later question as to ports prior to 1756, you might check these out
