Can't tell you where to get all the maps you need but every state has a
state highway department or a Convention & Visitors Bureau and I've found
them very responsive.  try this:

the other thing I do is go to library book sales and watch for OLD maps and
atlases.  The newer ones are nice but if you are back far enough you want
maps of that era - not current one.

Germany:  Check your local library for atlases  - make copies of those maps
you really need (if not too large).
I just place maps of Germany 1850 in Google (or use your own favorite search
engine) and a bunch came up ...  among them
