I have not tried this personally, but it was recommended by a conservator to our historical society.
  
  Place the rolled document in a large plastic container.  Put  something heavy at the bottom of the container.  Then place the  uncovered container in a clean plastic garbage can with about 4 inches  of water at the bottom.  Cover and let sit for 10 days to 2 weeks.
  
  The extra humidity is supposed to "relax" the fibers in the paper and allow it to be carefully unrolled.
  
  We were also told the same general procedure would work to remove some  odors from old materials.  Instead of water, use charcoal in the  bottom of the garbage can.  This does help, we've tried it.   If the odor is heavy, it may not cure the problem, but it will help.
