Billie,

Good question. Yes, you can request her social security card application
(SS-5) even though she does not appear in the SSDI.  

In fact, it is not even necessary to know the social security number to
request a copy of the application - though it is recommended and will
save you money. 

You can send a letter to the SSA citing the Freedom of Information Act,
or you can use this handy form they provide on their web site:

There is an option for a computer generated printout or the original
photocopy.  I recommend going with the photocopy - even though it's more
expensive.

Subject: SSDI records

My grandmother, Margaret Enos, was born in 1890 and died in 1963.  Her
name when she got her card was Margaret Enos Shaw.  She divorced her
first husband and married again.  Her name then was Margaret Govro.  I
have her social security card.  I cannot pull her name up using any
combination of her names or even using the number.  Can I still request
her application?  I think the name of her mother on the
  funeral records is wrong and the application would give her mother's
name.
