Our local Friends of the Library conducts periodic sales of used books 
donated to them.

There is usually an assortment of used Atlases, with prices mostly $1, 
$2 and up to $5.
I found a 1967 Times of London atlas which is really big and really good.
And since we are doing genealogy, we really don't want an up to date 
atlas. The older the better.
American atlases have good maps of each state, but European Atlases have 
superior maps of Europe, if
that is what you are looking for.

Also, many atlases have a series of  maps showing borders at various 
times in history.

Foreign language dictionaries are also sometimes offered at the FOL 
sales. And they also are good resources.
