Looked at a map to locate Bedford county.
I think Lee's Army of Northern Virginia may have swung thru that area
heading north before swinging east and then coming into Gettysburg from the
north.

They may have had the misfortune of having to contribute to the upkeep of
Lee's army.
In other words, everything was looted.

Just a guess on my part...
