Ann, there are a lot of variables in searching for immigrant ancestors, and
a number of related records.
You say
 << Frederick Fischer born in 1841 may have emigrated on the Ship Baltic, I
count no find him  on the Ellis Island site but I did find mention of him on
the immigrant ship lists site, but when I found that ship I did not see his
name >>  Hopefully you have worked him back through the census and other
records to the point that you have a fairly good handle on it -  From
Frederick's death to where you first find mention of him...  "found him on
the immigrant ship list SITE ..found the ship; did not see his name" could
mean that you did not see it on that particular ship list ... a ship made
more than one crossing; they did not sit idle. If you are sure of the ship
then you'd need to find other lists.  And as great as Internet sites are; if
something has been transcribed there is room for error and omission --- try
for the original microfilm of the passenger list.

For other ports, look at Boyer's and Tepper's series. And don't forget to
use

Filby's Passenger and Immigration Lists Index, etc., as well as the Internet
sites.



Remember that all transcribed lists are subject to mistakes. Try for
microfilm of the original.  Often an immigrant came into Canada and then
crossed over, or in the Gulf area, into a Mexican port and then overland or
by smaller vessel to Galveston, New Orleans, etc.





 and also you say  <<  if anyone has access to the 1915 , 1920 or 1930
census records, I did read  on one site the the 1930 census for ny is not
available ,  does any one know if this is true, or not ? >>  I suspect you
are relying on the Internet for all or most of your research .... get thee
to a good library; read some good basic 'how to' books.  The Federal census
was taken every 10 years beginning in 1790 ... so there would be no 1915
unless it was a state census taken in between.   There are both FISCHER and
FISHER on the 1930 NY census.  If you do not subscribe to Ancestry (pricey
but if you are going to use the Internet for research, worth it) then check
your local library **... do they subscribe to Heritage Quest?  If so, then
you should be able to use it from your home computer if you have a library
card.    ** since you do not say where you are located, I can't find that
out for you ... but you can.  Pull up your local library on the Internet if
they have a website .. and get familiar with it.
