Could someone give me a good reason why anyone would put their 
|family tree on 
|Ancestry and than not grant permission not to have  open for view.

I belive you are referring to a new feature at Ancestry.com called
"Personal Member Tree". This is in addition to Ancestry World Tree and
the One World Tree. You can create a family tree manually or upload your
GEDCOM, and as I understand it you can then attach a link to records you
find in the Ancsetry database that document your tree. This feature is
your own personal database. It is your choice if you wish to share it
with others. I have seen one of these Personal Member Trees listed. It
works like an index. You don't see the information, but there is a link
for contacting the "owner" of this tree. This was not a family I am
working on so I did not try it. I don't know if this feature is
"viewable" people who do not subscribe to Ancestry.

Another point, Ancestry does not charge for viewing Ancestry World Tree,
It is essentially the same as RootsWeb trees. Ancestry charges for
accessing their various databases. Unless all of the people who work
there are volunteers, all of their equipment, building and overhead such
as electricity are donated, I don't know why anyone would expect Ancestry
to be free. I think it is enough that they sponsor Rootsweb, which
includes what it takes to keep this list going. If one wants more free
information on the Internet then submit something to Rootsweb. Like
Tombstone transcriptions, or records from city hall or the county
courthouse where you live.

Regarding to comments about the errors in Internet family trees. These
are not the fault of the sponsors of the web sites, but the individuals
who submit the trees. Don't shoot the messenger. I know contacting the
submitters and convincing them to change their information is very
difficult. I've tried, it doesn't work too well. So put mine online with
explanations as to how I interpreted the records and arrived at my
conclusions.
