The following is from the Administrative Rules on the back of the form for 
ordering birth, marriage and death certificates:
"No information shall be released from a record of birth unless the record 
has been on file for at least 75 years and the person to whom the record 
relates is known to the applicant to be deceased.
No information shall be released from a record of death unless the record 
has been on file for at least 50 years.
No information shall be released from a record of marriage unless the record 
has been on file for at least 50 years and the parties to the marriage are 
known to the applicant to be deceased."
I am fortunate enough to live close to Albany and so can go and look through 
the index for my own records. I recently ordered a death certificate for my 
great-great grandfather and it arrived in less than two weeks and had the 
cause of death on it. The short time of delivery is because I actually 
ordered and paid for it while I was at the Archives. I was told a few months 
ago by one local vital records official that I could order and obtain a 
death certificate for another person if I had written, signed permission 
from that person to do so. I can't remember if she said that the permission 
had to be notarized. Sharon
