Well, not being a Philadelphia lawyer. . . .  -- but we have covered this question many times on this
list. So it was the (or at least "a") place to take your question.

Anything that is "public record" is "fair game"

Anyone who puts all that is "fair game" in a family history is asking for trouble.

Almost anyone can sue anyone else anytime, anywhere, for any reason. It might not be accepted in a court,
but it makes for bad relations.

Of course, any one who is dead can't complain, and I think (but who knows) that no one can speak for the
dead.  Except for that silly TV show in Phoenix, where the actors don't know how to pronounce common
Arizona words -- Medium?

Oh, and no one gives you permission to publish. Not their call.

Having said all that. Can you speak to these family members one-on-one, and see what their concerns are?
They may just be shy, or they may have concerns about identity theft, and you could reassure them that
you'll leave out anyone who is not in the 1930 census, or birthdates for those born after 1930, or both.
Where I couldn't get to someone, or couldn't get permission, I'd say something like "and had three
children."  So, you are being accurate, and letting the next generation take up the cudgel.
