Good question but I'm not sure there is any one answer to your question. 
 
Both my father and my uncle enlisted to my knowledge (my father for sure as  
he told me) but both served in WWI and both had draft cards filled out.
 
Did you check the 1930 Census to see if he served? If he did, he might have  
enlisted before he would have had to fill out a draft card. If not......did 
you  try all possibilties of find the draft card in Ancestry. By that I mean, 
last  name only, add month of birth. Too many entries try exact date of  birth. 
I  have found that some draft cards vary by one (usually) or two years. Also, 
some  first/middle names were no as expected. Draft cards were by what the men 
were  known by at birth.............not necessarily by what they went by.
 
If the person was already serving there would have been no draft  
registration card filled out so that is another reason you might not have been  able to 
locate it.
 
If you're sure he served, try Google and ask for the Regiment or maybe WWI  
and the name. Stranger things have been known to show up (grin).

PS - Be careful of asking for the state of birth...........Not all of the  
draft cards (there were 3 different ones) asked for that information and  hence 
Ancestry would not have that information!

My question is: if he enlisted instead of being  drafted, where should I look
