My first thought is Where were they after they arrived?  What time period?
If you work backwards hopefully you'll have a clue as to the port of entry.
And there are several things with immigration records ... the first paper
which may have been filed where they came in or they could have waited until
later, is the Declaration of Intent ... then the other process brings other
filings.
